Tier 2

Springfield Flyover

About the Project

The Federal Railroad Administration's 2012 Record of Decision for the Tier 2 Environmental Impact Statement for the Springfield Rail Improvements Project proposed a rail grade separated overpass, or flyover, to be studied as part of the route adjacent to the Village of Southern View.

This flyover was proposed to reduce delays and congestion caused by conflicting operations on shared track by the Union Pacific/Amtrak and Norfolk Southern railroads.

A Tier 2 Environmental Assessment will be prepared to develop and assess alternatives that focus on the location, design speed, and structure type for a flyover of the Norfolk Southern and Union Pacific Railroad/Amtrak trains. The proposed project will include drainage ditches, cross track culverts, right-of-way fencing, seeding, and erosion control. Right-of-way acquisition is anticipated, including some residential displacements.

The study limits for the EA are Stanford Avenue to the north, Interstate 72 on the south, MacArthur Boulevard on the west, and South Second Street on the east.
