The Illinois Department of Transportation (IDOT) and the Federal Railroad Administration (FRA) will act as joint lead agencies on the Chicago to St. Louis High-Speed Rail Tier 1 Environmental Impact Statement (EIS) project. IDOT Bureau of Railroads is leading the overall project management for the development and implementation of Chicago to St. Louis High-Speed Rail service.
FRA's purpose is to promulgate and enforce rail safety regulations, administer railroad assistance programs, conduct research and development in support of improved railroad safety and national rail transportation policy, provide for the rehabilitation of Northeast Corridor rail passenger service, and consolidate government support of rail transportation activities.
IDOT and FRA are the ultimate decision makers for this study.
A program management team lead by PB Americas, Inc. (PB) is supporting IDOT with all aspects of the Chicago to St. Louis High-Speed Rail project, including managing consultant teams for construction and planning projects within the program.
A consultant team led by Hanson Professional Services, Inc. and Parsons Transportation Group is conducting the Chicago to St. Louis Tier 1 EIS. Hanson Professional Services, Inc. is responsible for design engineering, project coordination, and management. Parsons Transportation Group is responsible for environmental work, including assessing environmental impacts and developing mitigation concepts. Other team members include: ABNA (data collection), Third Rock (Wetlands, natural and water quality review), and Vector Communications and Beaman Public Relations, Inc. (Public Involvement).
